Three possibilities come to mind right away.
The Capitol Mall is a huge public garden and arboretum (collection of
trees). The Italian stone pines in front of the capitol building are
amazing.
The City Cemetery dates from the Gold Rush and is an excellent
example of a Victorian garden. I believe it is now tended by
volunteers and has a lot of community involvement.
The University of California at Davis has a fine arboretum and
botanical garden, including demonstration gardens for Central Valley
landscaping. The community of Davis has a number of community gardens.
