Windows 8.1 and IE 11

We use Win 8.1 and IE 11 is supposed to have an embedded 3rd Party Flash add-on. IE 11 is HTML5 compatible. And our 3rd party Flash is enabled. We do not have a separate Adobe Flash PLUG-IN installed. We did try downloading the Adobe Flash plug-in for IE and it conflicted with the 3rd party Flash add-on so we removed it.
However, 2004 through WWP909 Performing Arts - I get an error there are no images for HTML5 content. No Panoramas available to be seen.
