It depends on the software. Older software had problems if the sky was 
not exposed in the same way between shots, causing visible seams. For 
this reason it is usually recommended to shoot with fixed exposure.

Newer softwares like Enblend for Panorama Tools can blend exposures 
exceptionally well, so small exposure differences do not cause visible 
seams.

Some time ago I made a test with strong exposure differences between 
shots and Enblend worked really well:

Keep in mind that you will have better results if you use many images 
(longer focal) because you are likely to have smaller exposition changes 
between shots. If you are using a fisheye you are likely to have greater 
exposition changes between shots.
