It is possible to stitch panoramas from a shift lens, but there are a 
lot of problems. And it's not necessary, because there is no need for 
a shift lens, if you use a decent stitcher.

Panotools (PTGui, PTMac, hugin) simulate a shift lens perfectly (to 
be exact: perfectly in terms of geometry, not in terms of depth of 
field of course). 

Simply shoot tilted up or down, then correct for the horizon. For

(Only for clarification: you don't need to perspective correct your 
image prior to stitching - it's all done in one go)
