This is how Apache handles language negotiation using MultiViews.
This is done to serve data in the appropriate language based on data
passed from the visitor's browser in the HTTP request headers.

The language code can be put at the end of the file name (as above)
or before the final filetype code. Done the above way (language code
at the end), it will only work when served from an Apache server -
but of course that is what drives a significant portion of the web.
According to a Netcraft survey[*], in March this year Apache servers
handled 46% of *all* web sites and more than 66% of the top million
busiest sites.
