Full screen VR Tour

Hi Folks
Can anyone tell me what software works best for
creating large full screen interactive VR Tours that
can run on a touch screen kiosk from a hard disk.
Quality and feel of the immersive experience is of
prime importance. The individual panos are QT files of
1.2 -1.8 Mb. each
The project is a mega tour that starts from a map and
then goes to various cities and properties within the
city. It would help it the software did not end up
making one single 150Mb QTVR file but rather made
loadable segments for each city :-)
