Using people's images - when do you need permission?

While finishing my panorama - my wife asked me about the legal use of
people's images without their permission. Some of the people are very
close and easily identified.
If the panorama is created for non-commercial use - and the people are
in a "public place," does it ever become neccesary to obtain a "photo
release?"
Being just an amatuer photographer - who normally does more landscapes -
I have not had this issue before.
