Problem creating new user on WWP server.

Hi folks,
I've been trying for the last few hours, to ask for an upload account
on the WWP preparation server - but every time I've tried I've got this:
Firefox can't establish a connection to the server at
128.32.102.88:8090. The site could be temporarily unavailable or too
busy. Try again in a few moments.
Is the server down/horribly busy? Or do I have a problem?
Any workaround?
