Without wanting to pretend to offer serious legal advice, I would
like to point out that if the audio is taken straight from a
copyrighted recording (such as a CD) then you should certainly keep
looking for further specific guidance. This is different from
capturing it as part of incidental audio in some environment.
Very short clips such as the length you mention might be considered a
'fair use'-style sample... but on the other hand the whole fair use
argument may not be appropriate for this kind of purpose.
