this might be due to a pop-up blocker in the browser. Which browser did you use?
I tested it with Safari 5, Google Chrome and Firefox 3.6. With no extra add-ons, all three "recognize" the pop-up as legitimate and do open the help window, even with their built-in pop-up blocker being active.
