File upload sizes and Description Text changes ??

Seems the rules on file sizes and text description have changed.
For JPEG rules say uploaded images must a MAX of 7,168 KB
During todays upload of our images:
My entry 6,578kb tried 4 times to upload failed
Wifes entry 6,238kb completed sucessfully.
My entry resized 6,034 was completed sucessfully.
-- Other issues
Our text description .. our left justified standard ASCII text was rejustified to CENTER. So now the description box.. all our text sentences are centered aligned.
Just a few observations today.
