If my submission for this Best Of event is pretty much complete and submitted before the first deadline, but I would like to be able to fine tune it to improve some slight quality issues I am having for re-submission again during the second submission 'window of opportunity', will the original submission be used for the grand opening?

No need to panic - i guess, as with the events before, there
will be a second "window of opportunity" for those that
didn't make it in time (sometime in the first or second
week, so you may miss the grand opening, though).
