I have contributed a few times now to the quarterly event and each
time I found that at that specific time nature was not at it's prettiest. 
Trees no longer blossommed or had not yet any flowers. Or a cultural
event just happend to be a week earlier. That idea.
The time of shooting panoramas is generated by the position of the
earth in orbit around the sun. What we can experience of that fact in
our panoramas is at best how low or high the sun is at the given time
of day. 
This year there was another solar orbital defined event (eclipse) but
this just happened to take place just a week later. That was a bit sad
but it could post the pano nontheless in the last quarter.

So my point is: It might not be the best idea to stay as close as one
week to a orbital defined fact. 
So what else than? I don't really have a clue. 

But you could for example just start of with something like this. 
Theme: Festivals
Entrydate; fixed
Time of shooting: whole year, spring, summer, fall..

This way you might get to see more clearly some of the highlites that
take place.
