WCAG accessibility compliance and flash pano

Has anyone gone through the web accessibility issues around using flash panos. I need to build a virtual web tour for a civic building that will be accessible to all forms of folks with disabilities. There is a standard out there, the WCAG, but I?m not sure if there are any flash panos that comply due to the javascript access. Any suggestions?
