banding problems

I'm working on my Atmosphere project and have run into a problem,
which might be banding, in the sky of my small pano. When I set the
jpeg setting in cubic converter low enough to get the size correct I
get banding in the sky. A higher jpeg setting and the banding goes
away. I've resized my PSD for the small pano to 3216X1608 before I go
into Cubic Converter.
With my full screen pano I have to use a jpeg setting that gets rid of
the banding but then the pano is just barely small enough to submit.
On the small pano I cannot adjust cubic converter between from 35% to
low-if I could set it somewhere inbetween it might be ok. At 35% jpeg
setting my pano is 900kb and does not have banding. At low jpeg
setting I have banding.
Any suggestions?
