Go and buy a SperoCam HDR, it's only a couple of thousands of dollars:

It does 26 f-stops. The downside? It takes half an hour for a full
spherical at 26 f-stops. No, this isn't a camera limitation, it's a
physical one. You need time to capture enough photons...
