The fact is that it doesn't matter if your are a hobbist/amateur or a 
professional, the creation what ever it may be, has bee created by an 
individual called "the author", his/her creation it is his intelectual 
property.
If the author has not given his/her consent to a third party for it 
use, either by means of Publication, Display, Printing. Nobody has the 
right to use, deface or alter it, partially or in it totality without 
paying or asking for permision from the author, to use it for their own 
purpose. 
It is also very cleraly estates in the WWpano that the images are 
copyrighted and I quote:

"All images will be copyright by the individual photographers. Use in 
any way other than viewing on this web site is prohibited unless 
permission is obtained from the relevant photographer. The overall site 
is copyright by the Regents of the University of California."

There is no discrimination if you are a professional or hobbist/amateur 
you , the people that submited a panorama is the AUTHOR and sole owner 
of his work.
