I am experiencing the same problem with Safari.

I went back to preview my pano today and I was able to pan around ok  
by clicking anywhere in the image (it opened in QuickTime).
However, after switching to the Flash version and then back to  
QuickTime, the problem appears.
I can only pan around if I click in the top (25%) and left (60%) of  
the image (approx).
Panning works "as usual" after the initial click.

I can pan around the fullscreen panos ok.
I'm using Safari 4.1 on Mac OS10.4.11
