The panning quality has nothing to do with compression.
You should always use Static-high but you can change the Motion-normal
to Motion-high
for all small movies. Large movies get more jerky to pan if you use
high especially on older computers.
However it removes the flimmer effect when you pan it.

You can change the compression in the Codec Change menu.
You can use any setting in between the Low-Medium-High settings.
Just drag the slider with CTRL pressed for exact control.
For fullscreen I usually use 40% JPEG but depending on colors, size and
sharpening you have to adjust it.
For almost no artifacts use 50%.
Large flat areas like a blue sky needs less compression or you get
banding.
Movies with a lot of details and no flat areas can sometimes be
compressed as much as to 25%/low quality
Tiling: For large movies I use 3x3 tiling which gives you a very
impressing opening.
Pan the movie to the direction and zoom level you want it to open at
and press the Set button.
