You will need a permission to take shots in most of the UNESCO sites ... that is correct ... and it is not easy to get it...
My last post ('Mythological entrace to Had') was from 'Skocjanske Jame' - and I needed a written permission  from Ministry of Enviroment.
However... I was taking 'photo-samples' for the Egypt Landmarks project and for a Valley of the Kings the permission was needed but for Luxor, Karnak, pyramides in Giza or even inside the Kairo Museum there was no need - in the Kairo museum was the only limit to not use the flashlight... 
There are also places which are on the list (Salzburg, Vienna, e.t.c..) but are also public places... so no problem...

Good idea but I think you should all consider what is worth documenting.
The UNESCO sites are just a very small part of the Heritage sites in the
world which 
needs to be more known an promoted.

And I believe you will have difficulties getting permisssion to do  valuable
panoramas from the sites on the UNESCO list.
So look arround in your environment and find what is interresting also from
a panorama point of view.
