Well, i'm not Mario, but my guess is that it's faster to view
offline once it's downloaded, and since most of the internet
access here in germany is still billed per minute (flatrates and
dedicated lines are not that common around here, and expensive),
this would be the most economic way to view the whole site.
Otherwise, you'd have to wait for the panorama to download, spend
some time exploring it (while the money goes down the unused
line), move to the next panorama etc.
Just my 2c (which would get you anywhere from 1 min 6 secs. to
about 2 min 15 sec. internet access here ;-)
