Gardens, shooting rights and and new panos

Several things:
I'm attracted to shoot my contribution to "Gardens" in the Butchart
Gardens near Victoria, BC. I wonder if anybody else is planning to shoot
next week at the same location? These gardens are definitely private
property but photography is permitted.
This is not the same elsewhere; recently I visited Israel and wanted to
shoot in the Baha'i gardens in Haifa. The security guards would not let
me take my tripod inside - why? "Because commercial photography is not
allowed". So I did not argue with them (private property!), left my
tripod in the car, and did the over-the-head pirouette number to get my
panorama (I have yet to perfect this dance...).
This leads me to the announcement that I've just put some of my new
panoramas from Israel and from Petra in Jordan on my web site at:
http://www.uricogan.com - comments and/or critique will be welcome.
Over some years of experience as a press photographer It was always
clear to me that I could shoot anything that the public could see - with
the exception of clearly marked military areas. Making use of photos for
commercial or news publication is another matter - for commercial use
it's a matter of consent and releases, and for news its a vaguely
defined matter of "public interest" - people who put themselves in the
public "spotlight" like politicians or some "celebrities" have less
privacy rights than others when in a public place.
