Just to bring it back home - does Australia force all tourist  
photographers to have a $5m insurance? I doubt it. Make it clear that  
this is non-commercial... are you requesting special access to areas  
of the park normally off-limits to regular visitors? If not, then  
there shouldn't be any need for extra insurance. Just be clear,  
you're just another member of the public, albeit one who shoots  
photos in a slightly different way!
