I don't know anything about the laws in Australia but I would think  
that would be unneeded since the WWP is a non commercial enterprise.  
On public property here in the states you don't need insurance to  
photograph anything although the national security issue is used as  
an bogus excuse not to allow photography in some places these days.

If that doesn't work check with film schools, sometimes they know of  
agencies that will sell insurance for limited time frame projects.  
Also check with film (movie) equipment rental companies they may also  
know of low cost insurance brokers.
