I think their strategy is to sit it out.
Taking the numbers Carl has mentioned it would be an amount of over 2  
Million Euros(When they have used over 2000 panoramas), and I doubt  
they will pay it.
So legal action against them can only be done with a lawyer in my  
opinion.
It would be maybe also good when some big blogs will post the case or  
online Magazines like Der Spiegel or Heise.de
