of course they won't. That will be the starting point for negotiation,
and we will still have quite much leeway in negotiating. unless we are

yes, legal action can only be done with a lawyer, and will aim at the 2
millions, of which a large chunk will go in lawyer fees. and if they
don't have the money, they will go bankrupt.
trust me, you don't want to go legal if you don't have to, the same way
you don't want to go to war if you don't have to.

no - if we start the negotiation after the media is involved, the room
for manouvering will be even smaller. because then it is not only about
money, it is also about reputation.
the best strategy now is to perpare an invoice and send it to them. then
contact them and negotiate between that invoice (our extreme condition)
and their current position, and see where the negotiations lead before
making any noise or irreversible act of war.
