Put simply, what Creative Commons does is take the existing
restrictive nature of copyright, which is recognised by almost every
country around the world, and lets you add on certain allowances.
Without using a CC license, your work is copyright to you and others
can't use it (legally) without permission. If you don't mind others
doing certain things, with certain restrictions, you use a CC license
to make that clear.
This isn't really new copyright law, it is a way to provide certain
use permissions before being asked.
