Just some price information what this usage costs in normal
Photostock connection.
Photosearch is one larger Stock agencies and is very easy to calculate.
They also have panoramas.

A 3 year usage for Gallery/Museum/government in largest size and in
Europe is USD 1400
I have seen other price lists for Exhibition usage which are much
lower around $300-400 for permanent usage.
Its normal practice among photographers at least here in Denmark that
if the usage has been done without permission you send a bill and add
100% to the normal price.
This is the normal way pressphotographers will handle copyright
infrigement
May be you heard about the icelandish amateur photographer Rebekka

She has got an apology from the director and he promised to pay her
some royalties.
