I agree with Dave, leave the seconds in there.
For two make that three reasons.
Most of these panoramas are taken in public areas, and the actual
location do not violate privacy concerns.
The accurate location do not give away the photographers actual home
address, unless it were in fact photographed in the back yard, in
that case there would be a good reason to modify the accuracy.
To me one of the exciting aspects of having each of these panoramas
listed with a fairly (maybe 20 feet) accurate location, is that I
CAN go and visit China and find that bridge. Its kind of like
another fun game with GPS. and very valid from a historical,
gographical perspective in the future of WWP.
